Patrick Bosman is the Director of Health, Safety, Environmental, and Quality at PHI Health, LLC in Phoenix, AZ (USA). Throughout his successful career, he has been a change agent and safety leader, focusing on continuous improvement, innovative thought, and sustained dedication. Patrick’s impact extends globally, as he has led the development and promotion of significant safety initiatives in aviation operations.
Before entering civil aviation, Patrick served in the Royal Netherlands Air Force (RNLAF) for over three decades. His early military career included operational F-16 fighter-related roles, including deployment for Operation Deny Flight in the former Republic of Yugoslavia. Patrick also served as an Exchange Officer with the United States Air Force (USAF) at HQ Air Mobility Command, Scott AFB, IL (USA). His senior appointments included leading maintenance and aircraft generation for an AH-64D Apache attack helicopter Squadron and commanding 930 Squadron, with deployments to Iraq and Afghanistan. Patrick’s final military role was as Head of Quality and Airworthiness at Headquarters RNLAF.
In 2008, Patrick left the RNLAF honorably as a Lieutenant Colonel and joined Shell Aircraft International as an Aviation Adviser in Rotterdam (NL). Later, he assumed the role of Aviation Contract and Compliance Manager for the Gulf of Mexico in New Orleans, LA (USA). Patrick was also responsible for the helideck assurance program and served as a designated Air Operations Branch Director for oil spill response and during hurricane incidents. His diverse background and leadership continue to make a positive impact in the aviation industry.
In 2017, Patrick took on the position of Manager Global Standards at PHI, a helicopter operator based in Lafayette, LA (USA). During the same year, Patrick also assumed the role of Chairman for the Helidecks Committee at the Helicopter Safety Advisory Conference (HSAC) and chairman of the HeliOffshore Helideck Workgroup. In 2019, Patrick was promoted to Director of Global Standards within PHI and held that position until the summer of 2024. Patrick’s educational background includes a Master of Science (MSc) degree in Air Transport Management from Cranfield University in the United Kingdom, and an Executive Master’s degree in Security and Defence (EMSD) from the Royal Netherlands Defence Academy in The Netherlands. Patrick is a Member of the Royal Aeronautical Society (MRAeS).
